Project Coordinator – Energy for Health Scale-Up, phase 2

Location:                           Surkhet, Nepal – with frequent travel to project communities (occasional travel to Kathmandu)

Other benefits:                      18 days annual leave, 12 days sick leave, 14 days festival holidays, and medical insurance.

Start:                                      1 April 2026

Contract:                               Full-time, 37.5 hours/ week, initial fixed term of 18 months with the possibility of extension based on performance and funding. Approximately 40% of working time to be spent in the field.

Responsible to:                     Technical Lead, Nepal

The E4H Scale-Up project phase II is an ambitious program building on significant organisational learning and expertise from our previous E4H projects, to improve access to and quality of health services in 17 energy-poor off-grid communities in Surkhet Districts through clean energy solutions.

It will simultaneously strengthen healthcare services while leaving a positive environmental footprint. Solar power will facilitate improvements in healthcare delivery by enhancing lighting, refrigeration, neonatal care, and telemedicine. Health facilities will be equipped with improved WASH facilities, including solar-powered water filters, and improved waste management. The project will also work with communities to foster improved and informed health decision-making. The sustainability of both technologies and positive changes in health behaviours will be ensured through training, support, and the deep engagement of local stakeholders including social entrepreneurs and local government.

Your role

As the Project Coordinator for the E4H Scale- Up project, you will be responsible to lead the planning and ensure implementation of activities under E4H Scale-Up in Surkhet District in close coordination with implementing partner.

The project coordinator will lead the project team and implementing partners with a particular focus on fostering positive changes in health behaviours through training, support, and the deep engagement of local stakeholders (communities, health facility staff and local government) for improved and informed health of the targeted communities.

He/she needs to maintain the close coordination with government stakeholders in district, Palika and ward level along with other local WASH stakeholders. He/she needs to maintain transparency and accountability of the work along with timely reporting and budget management of the project. The role works closely with Regional Technical Officer, Nepal MEAL team, Nepal SMT and other relevant team members in Nepal and the UK.

More generally, you will manage, monitor and evaluate project progress and prepare reports following RW guidelines, represent RW at the district and local level, liaising with concerned government and civil society network and ensure timely and quality project delivery following RW approaches.

The post-holder must possess sensitivity to ethnicity, gender and economic class and will at all times, adhere to Renewable World’s Safeguarding Policy and Code of Conduct. The position is based in Surkhet with frequent visits to project sites but also will require occasional travel within Nepal including Kathmandu.

Responsibilities

Implementation of Project Overall Activities (60%)

As a Project Coordinator, you will lead, manage and coordinate day-to-day planning and implementation of the project activities according to the project work plan, budget and log frame. You will:

  • Plan and implement project activities to achieve impact (especially project outcomes and goal). Identify any adjustments required to the plan in close collaboration with the line manger.
  • Ensure community engagement when designing and implementing project activities within the project, ensuring we hear and consider their needs and preferences. Consider gender and disability to ensure that the approach and technology is appropriate.
  • Lead financial planning, budgeting, and forecasting for the project, ensuring alignment with donor requirements and organizational policies.
  • Ensure the project activities are carried out according to the project activity plan and that costs are within the budgeted amount. If needed, discuss with line manager around adjustments needed to the activity plan and budget.
  • Oversee expenditure tracking, variance analysis including preparing variation request for approval, and financial reporting to both internal management and donors.
  • Lead on the project procurement and ensure alignment with the RW procurement policy and procedures. Procurement led by local partner NGO should also align with RW procurement policy,  
  • Regularly assess risk analysis within the project, and working with line manager, identify ways to mitigate or reduce risk.
  • Provide necessary support to Technical Officer for Feasibility Studies for the proposed technologies and WASH interventions.
  • Support partners to organize public hearings to share project information with beneficiaries and relevant stakeholders, making sure that the project activities are shared in a way which is accessible to the beneficiaries and stakeholders.
  • Lead in implementation and monitoring of hygiene and sanitation component of the Project ensuring coordination and alignment with Local Government priorities.
  • Assist communities and partners in mobilising the resources required to implement the renewable energy technologies and WASH interventions.
  • Where suitable guide community members to form and register a legal institution (CBO/Users’ Committee, cooperative, etc.) to sustainably own and operate their RETs. And then assist them with the tendering process for RETs.
  • Support technical team to ensure the RETs installation include testing and commissioning are conducted timely and according to community needs.
  • Organize public/social audits at agreed milestones in the project, including public/social audits at the point of handover to the community.
  • Work with MEAL team to develop project visibility materials, case stories and public audit boards ensuring correct branding of RW and all partners.

Partnership and Stakeholder Collaboration (15%)

You will ensure project partnerships and relationships with stakeholders are effectively and cordially undertaken, in relation to enhancing  project impact. You will:

  • Represent RW at community, municipality and district levels, building supportive relationships.
  • Ensure partners and stakeholders understand the project activities and support them throughout implementation and actively seek measures to improve collaboration between partners.
  • Assist contracted partners in understanding and following the project requirements.
  • Ensure partners follow required procurement, health and safety, safeguarding and fraud mitigation procedures and comply with RW’s Code of Conduct.
  • Build the capacity of the partners following the partner capacity-building plan, project partnership agreement and partnership management plan
  • Liase with relevant stakeholders such as Palika, ward office, health section to conduct planned project activities.
  • Share project progress with partners and stakeholders.
  • Support in leveraging contributions (cash or labour) from the community, Government or other stakeholders.
  • Lead in closing the project following RW’s standard process.

Reporting and Project Monitoring, Evaluation, Accountability and Learning (15%)

Working with MEAL staff you will carry out MEAL activities and use the learning to inform and adapt the project. You will:

  • With the support of MEAL staff, ensure that log frame indicators are annually measured and results are used to consider adjustments needed to the project.
  • Lead periodic project reviews with the community, stakeholders, and partners.
  • Support MEAL team for baseline, midterm and endline activities of the project.
  • Produce quality project narrative and financial reports including Government and donor reports.
  • In collaboration with MEAL staff and partner staff, ensure evidence and learning are gathered and presented via impact briefs at external events.
  • Prepare case studies with the support of MEAL team.
  • In collaboration with MEAL staff, lead the community feedback and response mechanism, adapting the project accordingly and giving a response to those raising.
  • Ensure safeguarding of communities, by your own behaviour and by ensuring communities know what behaviour to expect from RW staff and how to report an incident.

Wider RW Programming Support (10%)

Support the wider work of RW in Nepal and globally, including using your technical/sectoral expertise:

  • Contribute to the design of new projects by being involved in design processes, information collection as well as contributing new project ideas.
  • Participate in meetings and events for RW staff across Nepal and globally.
  • Contribute to business planning and tracking.
  • Depending on your technical/sectoral background, provide support to the Nepal RW team both for designing new projects and for effective implementation. And build relationships with relevant players (including the private sector, NGOs and academic institutions).
  • Represent RW in appropriate forums.
  • Represent RW’s values in a professional, honest, transparent, and positive way to build RW’s reputation and brand as an organisation committed to renewable energy promotion, poverty reduction and collaboration.

Person Specification

Knowledge, experience, skills, and competencies

Essential

  • Bachelor’s degree in engineering, Public Health or in Social Science with at least five years practical experience in managing community health and sanitation programmes. 
  • Experience and knowledge of water supply, sanitation and hygiene (WASH) & health related project.
  • Practical experience and knowledge on implementation of hygiene promotion through community engagement and social behaviour change.
  • Experience in developing and managing budgets, planning and overseeing activities.
  • Experience in engaging external stakeholders and working with partners.
  • Proven experience in the usage of computer and office software packages (MS Office etc.)
  • Able to communicate and write quality reports in English.

Desirable

  • Knowledge of renewable energy technologies (solar electrification, etc).

Responsible to:                       Assigned staff from Operation Department

Responsibilities

 Driving and passenger safety:

  • Allow only authorized personnel to drive RW vehicle.
  • Ensure that only authorized people and goods are transported, i.e.: RW personnel and goods, people working for or in collaboration with RW with the prior authorization of the line manager.
  • Ensure that any travel in RW vehicles and any transportation of RW persons and/or goods has been approved by the line manager.
  • Before setting off, inform all passengers that their seatbelts must be fastened, whether in the front or the rear of the vehicle.
  • Must drive carefully ensuring the safety of passengers, comply with the transport and traffic rules and the applicable speed limits; must adjust the speed of the vehicle when approaching populated areas, considering the condition of the road, the load on the vehicle, the technical condition of the vehicle and the weather conditions.
  • Must not, under any circumstances, smoke in or near RW vehicles and must ensure that all passengers observe this rule.
  • Must be on time and aware of road safety and security situation.

Up keeping of the vehicle

  • Ensure that the assigned vehicle contains the Logbook,  complete First Aid kit, defined tools (jack, straps, ropes, etc) & other essential tools. If any of the defined equipment is missing or faulty, immediately inform the line manager.
  • Protect the vehicle against risks/accidents/theft, ensuring that the vehicle is parked safely (at night, during holidays, etc.).
  • Ensure that the vehicle is always clean (inside and out) and in perfect condition, in accordance with the instructions applicable.
  • Each morning, perform daily checks of the vehicle.
  • Check the schedule for periodic service and ensure that the vehicle is serviced on time.
  • Add fuel to ensure the planned travel is not interrupted due to lack of fuel.

Administration and Communication

  • Correctly complete and update the Logbook (mileage, petrol receipts, services, repairs, accidents, other incidents, etc.).
  • Must be in possession of a valid driving license and check that the registration documents and other papers of the vehicle are up to date; if they are not, inform the line manager in time to renew the documents before they expire.
  • Must have knowledge of prevailing rules to follow in case of an accident.
  • Report all movements.
  • The driver must not, under any circumstances, use the mobile phone while driving. 
  • Must always remain close to the vehicle and contactable (mobile telephone); if he/she needs to leave the vehicle, ensure that the vehicle is parked safely and securely.
  • Provide support to both programming and operations teams including but not limited to deliver and pick up documents, deliver and pick up staff / guests, photocopy and scan document, and other duties assigned by line manager.

Reporting

  • In the event of mechanical problems, immediately inform the line manager.
  • In the event of an accident, inform the line manager, program team, as well as the local authorities.

Minimum Requirements.

Essential

  • Able to read, write and speak (basic) Nepali and English. Valid driving license and 4WD/Off-road vehicle driving experience
  • Excellent road knowledge of Karnali & Sudurpaschim Provinces.
  • Technical skills in vehicle maintenance
  • Politeness, maturity and honesty
  • Minimum 5 years’ experience as a driver for NGOs/INGOs
  • Minimum 5 years’ experience in rural and off roads

Desirable

  • First aid course is a plus
  • Having formal training in vehicle maintenance is a plus
